Web Page Widget is not catching content?

The last week we lost the Internet connection for an hour or two. I used that to test different presentation set to circle in the schedule. They have all kind of content there and it was good to know that everything kept playing as nothing happened... except Web Page Widget. It is set to display a webpage with looping WebM video background in it. No, it was not set to refresh. At some point it stopped playing the video and gave me 'the message' - ugly light grey rectangle the size of placeholder, covering half of the screen. To my understanding the widget is not catching content? In your opinion, what would be the best solution for preventing this sort of issue?

Videos will not cache unless they are small or they have a mechanism like the video widget. Browsers only caches a certain amount of data so that it can load quicker. Videos is on the bottom end of that cache and most likely won't due to the size of that video. Also videos are treated like live content not static in browsers, so when your internet is gone so is that content.
