I have a video saved in my Google Drive that is a MP4 video that I want to use on a display.

I have made the video visible to anyone without login.

When I copy the share link from Google Drive to the video player in my presentation is states,

Error loading player
no playable sources found

The display device this will be sent to eventually is a Windows 7-based desktop computer.

I have also converted this video to a WebMD HD video and it will not play from the share link from my Google Drive?

Jacob,

At this time, google drive is not a supported storage option for video. You can learn more about storage that we do support at http://help.risevision.com/#/user/storage/what-is-storage

I don't understand as all of the other items I use for my presentations such as Google Slides, and pictures are stored on my Google Drive and they play just fine in my presentations?

Jacob,

There are other users that have found success hosting videos on google drive (such as here). However, we do not recommend using google drive to store videos because bandwidth throttling does become an issue.
