New Install on Chromebox - "Display ID Not Found" on every Reboot

Installing a new chromebox display. Chromebox is wiped. The device configures OK and enrolls to the Chrome Device Management OK. When RiseApp is setup, it loads and runs content the first time.

Then on the next Reboot, I get  "Display ID Not Found". Have repeated done this multiple times with same results.

Added a new display. Switched to that ID. Display ID is now surviving reboots.
