I've lost CCs on YouTube video presentations

Good morning everyone,

I need some other eyes to look at this issue:

Our Student Life department puts out monthly videos, and we use YouTube to play them since we can achieve the required CC playback for these videos using the HTML widget.

This has worked fine for over a year. An example:

Well .. this morning I was sent next month's video installment. Up to today, I've updated these presentations for the new video installments by just editing the video ID in the code:

eg.
.....................................

<iframe width="1280" height="720" src="https://www.youtube.com/embed/wE-XOa6aGU0?autoplay=1&cc_load_policy=1&rel=0&amp;controls...; frameborder="0" allowfullscreen></iframe>
</body>
........................................

But with today's video, which does show CCs on the YouTube website:
(https://www.youtube.com/watch?v=z0YFOBpziFI)
changing the ID updates the video as expected, but it doesn't display CCs upon playback within the HTML widget:

Both of these videos were produced and uploaded with CCs by the same person within the Student Life group. The HTML code hasn't changed. And yet one plays CCs, and one does not. 

Can anyone tell me why?

I noticed that when I watched the video that did not have subtitles on YouTube, that the only options I had were ones that were "auto generated". The other video had some english ones that I could use. Is it possible that the captions have not been uploaded properly for that second video?

I think you're right. I looked at another video that successfully shows CCs within the HTML widget and it also had an option for "English" rather than just the "English (auto-generated)".
I'll contact the department.
