How do i get a HTML widget to refresh every minute or so using JavaScript?

Any html5 should work within the html widget. I would recommend checking out http://www.w3schools.com/, it's likely that they have some information on what you're looking to do.

This should work:

60000 milliseconds per minute. Adjust the timeout as you see fit. This will work anywhere inside your ... tags.

Not sure what is going on, the code I gave you is working; I have been using it successfully myself. Maybe there is something else in your code, maybe the content... hard to tell.

I actually posted the entire <meta> tag line as it is in my webpage. If you do not have anything important there on your page, you can simply replace yours with mine.

Does the screen flash to indicate that it is refreshing. I know you can tell by looking at the information on the screen but im showing live oil prices and it doesn't necessarily change prices during the given time.

Yes, usually there is a quick flash while browser is trying to re-upload the webpage.
