Blocked Display (firewall not accessible?)

Sorry but I've tried looking at all the previous posts about how to fix blocked displays. The problem I'm having is that I don't know how to apply the fixes you list to solve the blocked problem..... For example. When you say to "check the firewall and make sure certain criteria is allowed" ...well when I check the firewall I see this. The other steps you talk about checking
2. RAM
3. Meta tag
4. One instance running ( I'm on a Mac and not a PC so how would I find that out?)
I don't know how to go about checking any of those things. I guess you all are assuming most people know how to do the things in the list, but I don't. Well I know where to go for step 1 the fire wall, but like I said mine looks like this...which I'm assuming is controlled by my district. So before you need to ask your district (I'm in an elementary school) Can you tell me what exactly I need to tell them I'm trying to do and what they need to do to allow me to do that? I hope I have not confused you. Thanks so much for the help. You all are always very help full and most of the time the community FYI's help tremendously.
