Aspect ratio and display scaling wrong on Samsung 65" 4K TV

I have connected a Rise Vision player to a Samsung 65" 4K TV

When the Windows 10 desktop loads, the display scaling and ratio is fine. I can see the whole screen.

When the presentation starts, it is cropped.

I also noticed on the display page, the resolution is listed at 1280 * 720

The default resolution on both the TV, and in Windows display settings is 3840 * 2160

I tried changing the resolution of both Windows and of the presentation to various other resolutions, but no matter what combination I tried, the presentation is cropped off screen, and only the top left portion is visible.

Any assistance would be appreciated as this will be the primary display for this Rise Vision device.
