What is the OS?
Are you sure it was downloaded correctly?
Are you sure it was installed and is running as as an Administrator?
Are you sure there is no security software that is preventing Chromium from starting? -

I recently encountered a problem where if the date/time is wrong in Windows, it will not download Chromium. I found this out while troubleshooting why Windows Updates wasn't working.

Interesting, I've never had this issue on any of my Windows 7 machines. I'm thinking this is either due to a bad Chromium download or a machine configuration issue.
Are you sure that UAC is off? You may want to follow all the steps in the Windows Optimization guide to ensure your Display is setup correctly.
Also, you may also want totally remove the Player and reinstall it to see if this corrects any issues with a faulty Chromium download. This post explains how to remove Player. -

Also another thing to check on is the Windows Event Viewer logs. Perhaps there is something listed in there that is indicative of why Chromium won't start up.
